TAPA Commitments Register: presenter walkthrough
TAPA Commitments Register · Streets Cabinet · Transportation Demand Management
Slide 10, Boston PitchFest. Staff tool for the Streets Cabinet's Transportation Demand Management (TDM) team. Data as of October 20, 2026. Open any page with ?fresh=1 first to reset the register to its seed.
The ask this answers: "There is no data to help us pinpoint the exact location of these street improvements. I'm looking for a team of AI, data, and GIS experts to find a smart way to add those spatial references to our database. This will give city staff the exact information they need for asset management and maintenance."
Say "located to the named street or intersection", never "exact location": of the 201 mapped commitments, 143 sit on a named street, 45 on an intersection node and 13 fall back to the project site.
Story 1: review a newly executed TAPA and put its commitments on the map
Persona: Jordan Avery, TDM Planner. Agreement: 295 West First Street, South Boston (TAPA-2194101906373), 38 scanned pages, proponent JSIP West First Street, LLC, 31 extracted commitments, all Pending (11 mapped, 20 programs and obligations).
- 1Sign in. On the sign-in page, pick "Jordan Avery" in the persona dropdown and enter. The TAPA register opens on Ready for review: 4 agreements, newest first, 295 West First Street at the top. The banner reads "4 agreements extracted and waiting for review".
- 2Open 295 West First Street. The scanned PDF is on the left and the extracted commitments on the right, grouped as "Street improvements (mapped)" and "Programs and obligations". The header shows the proponent, "Date in document: August 2025" (the day is blank on p. 1) beside the library date, 38 pages, 125 parking and 286 bike spaces, and "Extracted by claude-sonnet-5-5 on Oct 20, 2026 from 38 scanned pages".
- 3Check one commitment's evidence. Click "New raised crosswalk at West First St & E St" (p. 6). The PDF jumps to page 6, the card shows the verbatim quote, and a small map draws the SAM intersection node 81 m from the project with the 5 curb ramps within 40 m, coloured by their survey condition. The badges read Intersection matched and the inventory check.
- 4Correct the low-confidence card. Click "Public short-term bicycle parking for ~50 bicycles" (
CMT-906373-12, p. 7, confidence 75%). Its location text is "convenient locations around the Site". Click Edit, then Demo fill, then Save. The card now reads "West First Street, West Second Street and E Street frontages", and the audit log records "Commitment edited". The drawer says "Map position is unchanged by text edits", so the card keeps Street matched and its 42 m distance. - 5Accept the commitments. Click Accept all with confidence ≥ 0.8. 30 of 31 cards turn Accepted and the counter reads "30 of 31 accepted". The edited 0.75 card stays Pending; click its Accept and the counter reads "31 of 31 accepted". (Reject is there too: a rejected card greys out and stays off the map.)
- 6Publish. Publish to register is enabled once nothing is pending. Click it: the status becomes Published, an audit entry is written, and a toast confirms the 11 mapped commitments are on the map. The Ready for review view now shows 3. On the dashboard, "Agreements published" goes from 24 to 25, "Commitments mapped in right-of-way" from 162 to 173, and "Stated developer dollars" from $3,693,609 to $3,762,440.
- 7See it on the citywide map. Click View on map. The map fits to the agreement in South Boston and draws its 11 commitments among all others; "Showing 173 commitments" sits above the map. Click any commitment for its quote, page, agreement link and nearby City assets.
DO NOT SHOW: the 24 Published agreements were set by a rule for this register (see data/MANIFEST.md); nobody reviewed them. Do not describe their review history.
Story 2: an asset manager checks what developers owe on a corridor
Persona: Casey Morgan, Infrastructure Asset Manager, Public Works (switch persona from the account menu; she lands on the map).
- 1On the Commitments map, filter Neighborhood = Allston and Category = Sidewalk: 4 commitments (
CMT-419638-01,-03,-05,-06). Then set Maintained by = City: only 23 of the 201 mapped commitments say the City maintains the work and 176 say nothing at all. That gap is the finding for asset planning. - 2Click "Everett Street new curb, paving, and sidewalk" (
CMT-419638-01, 119 Braintree Street). The detail shows who maintains it, the timing (prior to certificate of occupancy), nearby ramps with their condition, and "Not verified". - 3Set Delivery status to Field verified – delivered and Save. The badge changes, the audit log records it, and the Delivery status filter Field verified – delivered now shows this 1 commitment.
- 4Open Reports → Cumulative street commitments by neighborhood. Allston's row includes this agreement; export to CSV from the builder.
As Casey, the review screen has no Accept, Edit or Publish buttons.
Appendix: Demo fill values
Edit commitment drawer (CMT-906373-12, 295 West First Street p. 7). Only the location text changes; the other six equal the stored row.
